Some of those people on the list were U.S. citizens or lawful permanent residents. The idea appears to have been that such an erasure would force people either to leave the country or to go to a Social Security office where they could be arrested. While they ultimately did not implement the larger plan, officials did move 6,100 mostly Latino immigrants into that database

On the new book Making A Career In Dictatorship: "Their in-depth study of Argentina’s military during that country’s era of coups and forced disappearances found that low performers — whom they refer to as 'career-pressured' individuals — filled the ranks of the secret police. That service allowed them to 'detour' around the ordinary military hierarchy, the book shows, achieving promotions and career success they could never have managed otherwise. (Aside from being drugged and raped by a supposed friend, which happens to so many young women that it barely and sadly needs mention, the only true threat I'd ever encountered was walking home alone on the Bowery at 3 a.m. one night. A large man was approaching from the opposite direction and as he came closer, he pulled a screwdriver from his pocket and without a word, aimed it toward me menacingly. I was extremely drunk and started laughing at the absurdity of the screwdriver and at him thinking I resembled anything close to a mark he'd score money or anything else from. He laughed in agreement and kept walking.)

At least in 1995, only companies that moderated faced liability. Now, any company that makes any “design choice” about how to present user content — which is to say, literally every platform on the internet — is potentially on the hook if any harm comes to any user which some lawyer can claim was because they used that service. The lawsuit becomes a weapon regardless of outcome, because the cost of defending yourself is ruinous for anyone who isn’t a trillion-dollar company.
