Options 2 and 3 are good, but this paragraph on page 33 really gives the game away. Planning is giving a specific list of how LA City can use the carveouts to rezone as little land as possible. SB79 is a floor, not a ceiling - nothing's stopping Council from just legalizing more housing, full stop.
