A terror stalks the streets, murdering the most vulnerable of the population. Beggar women and prostitutes begin to go missing. No one thinks anything of it--until the bodies are found. Dismembered and tortured in the cruelest way, the newspapers descend like vultures on Scotland Yard. With London in an uproar, in the grip of fear, the man the newspapers have dubbed 'The Flenser' reigns in the cold London nights. Inspector Francis Crozier of Scotland Yard has been been charged with the investigation. Suffering from a reliance on alcohol, a failed proposal, and potential disgrace and dismissal from London's police force should he fail to bring the killer to justice, he is determined to save his career and rid London of the terror stalking her nights. Unfortunately, he's dogged at every step by up and coming Inspector James Fitzjames, a posh boy from a wealthy family who's determined to steal Francis's thunder and muck up the case by any means necessary, so that he can swoop in and take what glory he can for a nice and tidy promotion and a kick start to his political career. And all the while they jostle for the lead, the Flenser is waiting in the wings for his next opportunity.
