Thank you for your correspondence of 7 April, on behalf of your constituent, ,, about Israel and Palestine. I am replying as the Minister responsible for the Middle East. Please accept my apologies for the delay in responding to you. The UK opposes the death penalty in all circumstances. The death penalty's use undermines human dignity and there is no conclusive evidence of its deterrent value. Any miscarriage of justice leading to its imposition is irreversible and irreparable. We particularly deplore any failure by States to observe the relevant international standards, defined by the International Covenant on Civil and Political Rights. We have deep concer about Israel's adoption of legislation that significantly expands the use of capital punishment, reversing more than 60 years of abolitionist practice. We have raised these concerns directly with the Israeli Government, publicly and privately, including at ministerial level. On 29 March, the UK joined Australia, France, Germany, Italy, and New Zealand expressing our concer about the bill (which has now passed into law by Knesset). We are particularly worried about the de facto discriminatory character of the law which risks undermining the Government of Israel's commitments with regards to democratic principles. We will keep developments under close review and continue to raise our concerns with the Government of Israel. We will continue to do all that we can to work for a better future and to secure lasting peace and security in the region, both for the people of Israel and the people of Palestine.
