6/11 Not only are the overall statistics quite dramatic, but when you start comparing across different UPCCs, you see huge differences in performance, whether it's availability of doctors, excess nursing staff, overhead spending, etc. Why do some perform so poorly?

7/11 Are things really so bad at UPCCs? Yes. And it's because of a government so focused on public relations, that it ignored experts or the needs of citizens. And won't dare tell the truth about the tremendous resources we're wasting.
