The first column lists so-called WTO-plus issues, which are commitments going back to the WTO and merely adding additional obligations to them, such as in the field of tariffs for industrial goods or countervailing measures. The second column lists WTO-plus issues, which mean provision in EU trade agreements going beyond anything regulated at the WTO-level, such as in the area of competition policy or human rights.
