Councils rarely refuse permission to install AC because of the cooling hierarchy. Normally it's due to noise or appearance. Camden Council did order the removal of three heat pumps, despite extensive prior work. On appeal, planning permission was granted.

Interestingly, despite the extensive work the appeal only found "limited technical justification for the 3 AC units". However, overall the applicant demonstrated "a continued commitment to the principles set out by the cooling hierarchy". acp.planninginspectorate.gov.uk/ViewCase.asp...
