Honestly now that you mention this yeah what the fuck how was there not a single hrothgar in s9. At all. Even post base msq with the traveling/visitation with the train.
... i only now realize i do not remember seeing a single Hrothgar in S9 that wasn't a player during MSQ.
he has an awesome hat though, thats gotta count for somehting
