Two things: This IS happening, and is being done as a power savings to the companies who make the investment in covering their lots. And Given the amount of really crappy strip malls…do you really want to cover a lot that shouldn’t exist?

I agree but it would ensure nobody can do maintenance on existing lots without doing it.
Of course I do, unless you're going to pass a different law that gets rid of those lots that shouldn't exist.
