When you think of "humanitarian aid" for the people of the Gaza Strip, you probably imagine UN trucks, sacks of flour and lines for community kitchens. You probably can't imagine Victory, Rami Levi or Yitzhak Teshuva's Mehadrin chain. However, in the first quarter of 2026, humanitarian aid has become a huge source of income for Israeli corporations. Victory, for example, confirms in a report to TASE that it has been recognized by the State of Israel as a "provider of aid" to the Gaza Strip. As such, Victory reports sales to the Gaza Strip amounting to NIS 99 million in just three months, which boosted its net profit from NIS 2.1 million in the same period last year to NIS 18.6 million this year—an increase of about 784% in the network's net profit. Victory is not alone; in the media The Economist reports that between 11 and 30 Israeli companies have won a tender to privatize humanitarian aid. The privatization of humanitarian aid has enriched the coffers of huge corporations in Israel. In addition to Victory, Yitzhak Teshuva's Mehadrin chain also reported sales to Gaza exceeding NIS 70 million in the first quarter of 2026. Other companies that were reported to have won the tender, but no data were published on the volume of their sales to Gaza, are Rami Levy Hashikma Marketing, Half Free, Carrefour and Schniv, the second-largest paper manufacturing company in Israel. [In] Gaza…, the starving and impoverished residents…are forced to purchase more expensive products in order to finance the mechanism created by the State of Israel. …On the Gaza side…, only about 13 franchisees have received permission from COGAT to purchase products from Israeli corporations. Thus, the arrangement undermines the middle class of small merchants within the Gaza economy. According to the report, many of the franchisees…reside in…Egypt and Turkey, and…sell the franchise [for up to] NIS 200,000 per truck. This…eventually rolls over to the Gazans who purchase the goods.
But what is the interest of the Tax Authority? Despite Rosa's inquiry, the Tax Authority did not respond to a question as to why the arrangement makes sure to call for-profit companies "humanitarian aid providers." In the absence of an official response, we are forced to look at the reality on the ground and draw conclusions from it, since concealing trade relations with Gaza and presenting them as humanitarian aid has concrete significance on the ground: it contributes to the efforts of the military and the government to reduce the amount of humanitarian aid entering the Gaza Strip. This is in the interest of these bodies, because, as reported in the media, the military believes that the amount of aid entering the Gaza Strip is four times greater than what Israel should bring in. According to a report in The Marker, of the 600 truckloads of humanitarian aid that enter the Gaza Strip every day, about 100 do so as part of the trade arrangement. In other words, while Israel has committed to bring in 600 truckloads of food and basic products to be distributed to the population free of charge and in accordance with humanitarian principles, in practice, according to the report, a significant portion of the goods are sold to the highest bidder. Thus, the Tax Authority's arrangement — although it does not prevent aid organizations from bringing in goods — allows the State of Israel to further reduce the amount of aid The humanitarian who entered [sic], to replace it with products for sale, and to hide it from the public and the world.
Thus, the humanitarian catastrophe in Gaza has become the cash machine of Israel's retail chains Since the ceasefire, Israel has turned humanitarian aid into a cover for an exclusive arrangement: marketing chains are reaping huge protits, while real aid is being cut. Already during the negotiations for the ceasefire, on September 29, 2025, the Tax Authority's Customs Administration published a "designated arrangement" for the integration of Israeli commercial companies as part of the transfer of humanitarian aid to the Gaza Strip. According to media reports, the arrangement went into effect in. December. Its stated goal is the same as that of the GHF: "Preventing the abuse of the aid route to Hamas's economic buildup," according to the Tax Authority document. Under the same arrangement, Israeli companies wishing to sell goods to Gaza must apply to the Tax Authority's Humanitarian Assistance Hotline for approval. At the same time, Gazan suppliers who wish to purchase goods from Israeli corporations must be approved by COGAT. The Tax Authority's designated arrangement does not "include Israeli commercial companies in the delivery of humanitarian aid to Gaza," because for-profit companies are not engaged in the provision of humanitarian aid. In fact, the procedure regulates trade relations between Israeli companies and Gazan merchants.

The Board of Peace will launch a pilot program in the coming weeks to manage humanitarian shelters in areas of the Gaza Strip that are not under Hamas control, Israel Hayom has learned. The first area to which civilians with no weapons or affiliation with Hamas will be directed is Tel Sultan, near Rafah. Multinational forces under the Board of Peace's management will also arrive in the area and will be based at a facility built for them at Camp Amitai, near the Strip. They are expected to be equipped with nonlethal weapons to maintain order in the humanitarian zones, while the Israel Defense Forces will continue to hold its positions and deepen its grip on areas beyond the yellow line.
