Perhaps (as a stretch) someone saw necessity for a category for Indigenous folks who might not identify with the Canadian government designations or a mixture thereof? Indigenous but their heritage connects to Indigenous nations/cultures from outside of Canada, e.g. Ainu, Quechua.
The CoV consultation team was quite committed to using the preferred terminology/categories of Indigenous peoples when I worked for the City (at least at the time, this was a while ago). And I think Indigenous general meant people with Indigenous heritage but who don't belong to a specific Nation.
