Not sure if it's the case here, but other setups I've seen the rooftop play area is for the littlest ones, for some secured air & exercise. See also seniors facilities with memory care floors, also having their outside space on upper floors. It's the circulation of life.

Probably because the roof will be easier to keep clean as a playground area. I didn’t go to the Hinge playground often, but there’s a fair amount of drug paraphernalia around that neighbourhood in general.

It's giving "tall buildings are unhealthy and ground-oriented is better" vibes, which is pretty wild when it will be the shortest building in OV; 3 vs 4 storeys is rather immaterial for a rooftop playground; and making it a storey shorter wouldn't add any ground level green space.
