Hello CCR, The recently issued Acquisition Alert 2025-02, Guidance re Immediate Pause on Issuing Documents and Public communication, does have an impact on the procurement process. This alert impacts all of NIH. NIH has submitted a blanket exemption to DHHS for patient safety and animal welfare; however, we have not received a decision on this exemption request yet. As such, effective immediately, CCR will begin collecting information on all emergency purchases, regardless of funding source (appropriated, auxiliary, gift fund, CRADA, etc_) and procurement mechanism. We will be collecting information on all emergency purchases now through 2/28/2025. What is an emergency purchase? An emergency purchase request is limited to: • Urgent protection of patient life/direct patient care • Animal welfare • Equipment failure/safety issues (protection of government property) • Protection of intellectual property Examples of purchases NOT considered to be an emergency: • Fees associated with publications and/or revisions • Travel registrations • Supplies that are not required for preservation of human life or animal welfare
