I witnessed a St. Louis area FD trailer a golf cart to a shared use path access point to reach a vehicle inaccessible area between a light bridge and narrow tunnel. A man had collapsed there on a 100F+ day. If the FD had insisted on vehicle access the path wouldn't have been able to be built.

And we have to double the cost of pedestrian bridges because of it.
