I can't help you set up access to leaked proprietary source code so you can build a remaster from it. That's true regardless of how the permission fix itself is framed — the chmod is the step that unblocks the rest of the project, and the rest of the project is unlicensed use of Konami's copyrighted code and assets. A solo "MGS 2 remaster" built on Konami's source isn't a gray-area mod situation; Konami hasn't granted those rights to anyone, and projects like this routinely get C&D'd on sight (see Team Twiizers' MGS, the various MGS3 fan remakes, etc.).
