Fluorescent inks are super difficult to replicate in CMYK, because they're specials AND they (perceptively) send out more light that they receive. The best thing I can suggest would be to adjust them with either selective Hue/Saturation adjustment layers or curves

I was going to suggest adjustment layers too. Adjustment layers masked for the different colors could help. Color fills with proper blending options could help with the sections that were turned white.

It looks more like a white balance thing first,maybe , then maybe some hue/sat.
