It would be fine but this image has been cropped so we can only see from her chin down, with her cleavage in the centre.
The image shows two toilets side by side, one with the seat raised, the floor is tiled (and looks like it hasn't been cleaned very well with any regularity), and the corner of a sink unit is on the right hand side. Hand hold railings can be seen mounted to the wall above and beside the one of toilets, suggesting it is an addition to a normal disabled toilet facility.
