– It’s a completely rotten appendage of the Kremlin regime, created not to produce good products, not to defend the country, but to launder and steal money under the cover of state secrecy. Corruption schemes stretch from the very top, where the funds are allocated, down to the workshops where the equipment is made. The management system is inadequate: punishments for defects are draconian, so a huge amount of defective work is concealed. Now, against the backdrop of statements about possible use of nuclear weapons by Russia, my primary concern is for the Strategic Missile Forces soldiers. Above all, it’s their lives that are at risk if they launch—God forbid—some faulty Iskra missile, and a great many of those have been put into service.
Management has this mindset: “Just make something—anything—it won’t fly anywhere anyway. It’ll sit in storage for 20 years or stand in a silo until it’s scrapped and cut up.” And it’s not just at the enterprise where I worked. I went to conferences, talked to many people in this field, and this mindset is widespread. There’s one exception: products known to be headed for testing. Those are treated with extreme care, assembled and checked meticulously. People have a clear understanding: this unit will go to testing, that one will sit in a silo. Yes, the industry develops in some way, because if you pour enough money into something, even with corruption, there will be some result.
