Wind turbines can confuse radar systems on ships and aircraft. Their massive rotating blades create a “blade flash” on radar screens, while their steel bases reflect electromagnetic waves, making it difficult to distinguish the turbines from aircraft or other objects. That’s a problem for the military, which relies on radar for threat detection and navigation. For over a decade, the Pentagon has used a permitting program to review proposed projects and mitigate the effects on radar. Wind developers are required to submit project proposals, address military requests, and in some cases pay to upgrade radar systems to tune out the turbines. But now, in a world where small, deadly drones can zip through wind farms, the Pentagon says those upgrades may not be sufficient.

Martin County Sheriff Drew Robinson and Bertie County Sheriff Tyrone Ruffin said those officers were safe and no longer inside the jail as of 9:30 a.m. Monday. Authorities were also able to negotiate the safe release of 18 inmates. The strategy of coming out played to one of the key strengths of the queer rights movement, one that starkly separated us from other minorities religious or ethnic: we're everywhere. We just keep cropping up. We're in every state, every city, every family. The wall hasn't been built that can keep us out. So coming out worked incredibly well to change the narrative about us. We came out of the closet, and proved to the world that we weren't some secret cabal of pedophile perverts, but were just like all the rest of you: we wanted to be ourselves, live our lives, love who we love. And so a single word that encapsulated the diverse movement: Pride. We began to win our policy victories because we had transformed the culture. Obergefell wasn't won in the courtroom; it was won in the streets, in the culture, in the decades of pride that left five Supreme Court justices with the gut deep feeling "yeah these people are alright."
But while no longer a singular national organization, Mattachine still had considerable influence and power, especially given that they tended to be white and well-off and much of the rest of the queer and trans communities around them were very much not. Indeed, those working class and impoverished queers were often treated with contempt by organizations that regarded their politics as too radical, their sex as too wild and their very existence as an impediment to their own acceptance into the ranks of the elite. Despite this, they still regarded themselves as natural "community leaders" whom those other queers owed automatic deference and allegiance. To many of us now, it is not an unfamiliar dynamic. So, in the middle of those riots — as the much-maligned street queens were thoroughly routing the NYPD — Mattachine painted a message telling them to stop it right now. Fortunately, no one listened. On the same sign, cut off in that photo, is the notice for a meeting "to discuss solutions," where all their concerns would supposedly be addressed. That was intended as the first in a series, where the Mattachine gentry tried to wrest back things from the riotous gay streets to a format they could more firmly control. At the second meeting Dick Leitsch, director of the New York Mattachine, made a very revealing statement, as a firsthand account relayed in Donn Teal's The Gay Militants described: "Police brutality and heterosexual indifference must be protested, he asserts; at the same time, the gay world must retain the favor of the Establishment, especially those who make and change the laws. FOLK CONSTITUTIONALISM, OR WHY IT MATTERS HOW ORDINARY PEOPLE THINK ABOUT THE CONSTITUTION ABSTRACT: A truly inclusive democratic politics must be understandable, or cog- nitively tractable, for ordinary people busy with the rest of their lives. This extends not only to everyday politics and policy, but to constitutional politics as well—non- specialist democratic citizens should be able to grasp the fundamental law that governs them and imagine their own role in shaping it as political agents. Yet these requirements raise a difficulty: in many countries, including the United States, constitutions are treated as the exclusive domain of lawyers and judges. As a result, constitutional matters are typically discussed using legalistic jargon that is inscrutable even to non-specialist lawyers, let alone ordinary citizens. How then can constitutional politics be made legible to ordinary citizens? In this essay, I argue this challenge is partly one of political ideas—specifically, the ideas ordinary citizens use to think about their constitutions, or their folk consti- tutionalism. This may sound strange because insofar as constitutions are treated as lawyers’ exclusive turf, the problem may seem to be one of practice, not merely ideas. But popular practices of what scholars like John Finn and Elizabeth Beaumont call popular or civic constitutionalism involve citizens and social move- ments in transforming constitutions. These transformations often occur behind the backs of everyone involved, as new frames and understandings come to gradually transmute constitutional meaning, which in turn pervades the public political culture and reshapes the public’s constitutional imagination. I suggest we need ideas that more closely reflect what democratic citizens already do in democratic con- stitutional politics, so that they can do it more self-consciously and dispel the
