For something simple you could select the top of the head, then shift-D and separate selection. Alt-S and scale it up slightly, then select the edges on the back of the mesh and extrude it downwards. Then you can continue splitting edges and extruding to create separate strips of hair
The finished product will hopefully be the same character as the sticker i posted
