It’s the “Sickos” meme, where a guy is looking through a window saying “Yes… ha ha ha… YES”, but I’ve clumsily edited it so instead of SICKOS on dude’s jumper it says BILL JOY. The intention is not to imply that Bill Joy is a sicko! Just that he’d be happy that someone was seeing how great vi is. It’s extra dumb because as far as I know Bill Joy has pretty much disavowed the entire concept of modal text editing and only made vi in the first place because his computer was too weedy to run Emacs.
