It (and the others that dam the upper Skagit River) was built and is maintained by Seattle City Light. I pay their bill every two months.

If you haven't read it, it's a dystopian yet optimistic novel, published in 1993, a story that begins in Southern California in 2025, a landscape in disarray, in flames, a newly elected authoritarian president. I'm going to read through again for the optimism.
