If true, this gives a very cool answer to a question I was wondering about: if I had excellent vision, what would I be seeing in the place where the lights ought to be when they are offset? And the answer is: I'd see the string of lights where they should be, but turned off.

I think as an added note: the non-LED lights are not blurring - they're turning into irregular circles. Pretty sure they're all turning into the exact tracks the blue lights are moving around. From this, you can see that EVERYTHING is not exactly blurring - it's being moved on a circular track.

Try changing the frames per second while recording.
