Last night, I was glued to SAN’s poor weather arrivals. The wildest part was British Airways 273 "double diverting." First diverting to LAX, then attempting a recovery flight, only to sit in a hold and divert back to LAX. As a dispatcher, a scenario like that would be absolutely mortifying.

As a passenger I wouldn’t have liked that one bit
I would love to ask someone from TERPS what criteria SAN ILS 9 does not meet that prevents an SA CAT I approach from being published - I have to imagine it's been considered and can't be done.
