"This is all a push to update a code that has been stagnant and has historical ramifications around preventing people — especially people of color and low income people — from living in certain areas of town. It's a push to update a code that's 90 years old," Curtis said. "... We need to do that in order to make any kind of progress in an area where we have 75% of our land zoned for single family housing. So that, in and of itself is a limiter on what we can do and what we can build."
