Happened to me too! I have a NTSC-U copy of it that looked fine normally but refused to boot on any region Wii
I don't think so. I have several Wii games that looked like this right out of the package. I thought it was odd but it has never impacted playability.

We need to know if PDO / Blackburn ever made Wii discs
The earliest warning about rotting discs I remember reading dates back to early 2000s. I guess they were really onto something.
Looks like the adhesion layer just has a funky pattern. I have a few discs like this, and they’re fine. The discs I have where the adhesive has failed have a gold-ish tint to them, and it gets cloudy.
some of these are more an issue of initial manufacture, although its possible they could contribute to the discs degredation it really remains to be seen if they are any better or worse than any other disc.
I work at a game store and Brawl is kind of the one cursed Wii game. It might be the only dual layer Wii disc, so it is more susceptible to layer separation. We have to double test every copy that comes in. But on the whole most Wii games avoid this issue.
