We just gotta think of the zeitgeist in 1990. Imagine no Ohshima, a US cartoonist instead. Assignment: cool cartoon character for kids, looking like "classic cartoons". Blue like SEGA logo. Small and marketable. It's Buster Bunny. This is what Sonic'd look like without Japan.

and you know, that's not necessarily bad! but it's certainly not hitting the same notes, is it? Japan had a different history of cartooning that kept elements of rubberhose more alive and current which primed them to use something like Felix as a base, instead of Bugs Bunny
