"Grand Ave Complete Streets Paving Project CITY OF OAKLAND The City of Oakland Department of Transportation has reached the 65% Design Milestone for the Grand Avenue Complete Streets Paving Project, with an updated layout for the Grand Lake District that includes physically separated bike lanes, keeps angled parking on both sides of the street, and creates a slow and flexible street layout in this commercial area. Grand Ave & Santa Clara Ave New pedestrian safety islands Physically-separated bike lanes New Loading Zones Angled parking on both sides of Grand Ave (same as today) Santa Clara/Lake Park Intersection This hub of pedestrian activity is home to a weekly Farmers' Market, the Grand Lake Theater, AIMS College Prep High, and a busy on/off-ramp to the 580 freeway. This street design adds pedestrian safety islands at all four crosswalks and a bus boarding island on Grand Ave to shorten pedestrian crossing distances and slow traffic. It reduces Grand Ave to one lane northbound and adds physically-separated bike lanes to the cor-ridor, with floating front-in angled parking. Loading/Flexible Space In response to community concerns about double parking, curbside loading, and food pickup, this design adds new loading zones on Grand Avenue. “When asked about bike and bus lane citations given to Amazon-owned vehicles, Amazon said the fines appeared to be linked to its fleet of third-party delivery contractors that sometimes lease Amazon vehicles. Those companies, known as delivery service partners, are responsible for paying the infraction. Amazon works with more than 10 such companies in the Chicago area, which they say employ more than 1,000 drivers. "Safe and responsible delivery is a priority in every community we serve," spokesperson Leigh Anne Gullett said in an emailed statement. "Delivery Service Partners are local, independent businesses responsible for their own operations, including compliance with local traffic laws, and we work closely with them to address citations and promote safe delivery practices."”

“23103. (a) A person who drives a vehicle upon a highway in willful or wanton disregard for the safety of persons or property is guilty of reckless driving. (b) A person who drives a vehicle in an offstreet parking facility, as defined in subdivision (c) of Section 12500, in willful or wanton disregard for the safety of persons or property is guilty of reckless driving. (c) Except as otherwise provided in Section 40008, persons convicted of the offense of reckless driving shall be punished by imprisonment in a county jail for not less than five days nor more than 90 days or by a fine of not less than one hundred forty-five dollars ($145) nor more than one thousand dollars ($1,000), or by both that fine and imprisonment, except as provided in Section 23104 or 23105. (Amended by Stats. 2010, Ch. 685, Sec. 2. (AB 2479) Effective January 1, 2011.)”
“S291C- Safe riding behavior; electric bicycles. (a) All electric bicycles shall be operated with all wheels on the ground at all times with the operator facing forward and seated normally; provided that it shall not be a violation of this subsection if the wheels lose contact with the ground briefly due to the conditions of the road surface or other circumstances beyond the control of the operator. Ib) The following shall be prohibited while operating an electric bicycle: (1) Operating an electric bicycle in an unsafe manner or engaging in exhibition riding, such as wheelies or stunts, on any public street, alley, or other public right-of-way: provided that this paragraph shall not apply to a person engaging in exhibition riding as part of a parade, tournament, or other activity permitted by a state or county government agency: Standing or kneeling on any seat, riding on the handlebars, or engaging in any other non-standard riding position; and (3) Engaging in any other maneuver that endangers the operator, passenger, or the general public, or that demonstrates reckless or negligent operation of the electric bicycle.”

"There are steps we can take now. Let’s listen to our national medical associations. The American College of Surgeons, the American Association of Neurological Surgeons, the Congress of Neurological Surgeons and the American Academy of Orthopaedic Surgeons have all issued safety recommendations for e-bike and e-scooter injury prevention: Promote helmet use. Limit top speeds. Enforce safe-riding practices. Encourage licensure and registration. Prohibit riding under the influence."
