Our assessment: this could indicate ICE is preparing to mount a similar legal defense in Arizona as they have in Michigan and New Jersey — that is, they’re not making the drastic changes the AG alleges. Hard to do that when construction is actively awarded and in progress, s as they learned in MD.
Though, as @azrww.bsky.social notes, work has been proceeding steadily on the warehouse.
