OMB updated one of ICE’s detention-related funding accounts on April 30. The overall amount of money did not change. Instead, OMB shifted more than $26 million into 3rd quarter availability while reducing both expected carryover balances and 4th quarter authority.

The account, called the “Breached Bond Detention Fund," is funded through forfeited immigration bonds — money collected when someone misses immigration court or violates release conditions. ICE can use the fund for detention expenses without waiting for a new annual appropriation from Congress.
