Between Oct. 2025 and Feb. 2026, USCIS issued at least three task orders to Palantir explicitly referencing implementation of the VOWS platform, including “Phase 0,” “Phase 1,” and “Phase 2.”

The contracts describe VOWS as part of a “proactive, technology-driven” approach to identifying marriage-based immigration fraud schemes. If USCIS is funding and implementing a platform like this, there should be records explaining how it is used and what oversight exists. We’ve appealed.
