Local governments did not sign NDAs with ICE prior to purchase — as shown in the timeline established by the Social Circle, GA complaint filed earlier this week.

Sellers, however, did. The Social Circle complaint alleges PNK LLC, which sold the warehouse to ICE on Feb. 8 for $129 million, declined to answer the city's questions, citing an NDA.
