As specified in Appendix D, the arch will utterly dominate the Washington D.C. skyline, completely alter the surrounding area, block views of important historical landmarks from each other and obstruct views of the natural landscape. Furthermore, the visual design of the arch itself is not consistent with the design of other important historical monuments in the area. The arch does not serve a ceremonial purpose commensurate to its size, cost, and prominence. The Assessment of Effects Report states the construction of the arch is to "celebrate 250 years of American independence by honoring America’s founding principles." No monument was erected for the bicentennial celebration in 1976, and no clear reasoning has been given here as to why the 250th celebration should include a monument, much less one of this scale and magnitude. Finally no explanation or justification is given for how the arch honors America's "founding principles". Which "founding principles" the arch supposedly supports are not listed or explained. Nor is there any explanation for how the arch is historically relevant in this context, or indeed any specifics given whatsoever as to the historical, cultural or symbolic meaning of the arch. In short, the Triumphal Arch is simply not in keeping with the character of the United States of America.
