But she warns “generation-on-generation progress is stalling”. “Late millennials, born in the 1990s, were the first generation not to see the same progress in their living standards,” she said, referring to the measure of average individual disposable income. “One big culprit is our slow productivity growth, which has been running at just 0.3 per cent for the past decade – less than a quarter of its 60-year average.”

In 2023, states, territories and the Commonwealth agreed to provision $10 billion for so-called foundational supports to assist Australians with low to moderate needs as an alternative to the NDIS. About $4 billion was earmarked for the establishment of what has become known as the Thriving Kids program, which is due to start rolling out in October and be fully established by 2027. The remaining $6 billion remains available to reinstate and develop state-based supports for both young people and adults who have low or moderate needs.
2.207 The committee understands that these reforms will result in people exiting the Scheme where they do not meet the eligibility requirements. 2.208 As was always the intent of the Scheme, the NDIS is not meant to be the only option for support. The committee was advised of the agreement with Premiers regarding a significant joint investment of $10 billion into supports outside of the Scheme. 2.209 The Committee notes that this investment reflects the original design intent of the Scheme, which envisaged that a ‘Tier 2’ of broader community and mainstream supports would complement the NDIS. 2.210 The Committee notes that these foundational supports are important in ensuring Australians with disability who do not meet eligibility requirements are not left without support. 2.211 The committee encourages the States and Territories to work on this matter swiftly.
2.63 The Agencies acknowledged community concern that these changes ‘may lead to delays or restrictions to NDIS access due to challenges with access or availability of treatment.66 The committee similarly noted concerns raised by submitters that individuals should not be disadvantaged in accessing the NDIS on the basis of treatments they are unable to access due to financial or geographical constraints.67 2.64 In response, the Department’s submission provided clarification, confirming that the Bill’s treatment requirements are confined to ‘treatments funded through the Medicare Benefits Schedule, the Pharmaceutical Benefits Scheme and public health systems’, which are treatments within established and recognised clinical practice in Australia.68

State and territory Disability Ministers have identified the following key concerns; ● The proposed changes go beyond and contrast with recommendations of previous reviews including the NDIS review, Productivity Commission and the Independent Health and Aged Care Pricing Authority (IHACPA). ● They are inconsistent with commitments by all governments at National Cabinet in January 2026, including the Heads of Agreement on Health and Disability and in the National Agreement on Foundational Supports. ● Collectively, these reforms risk shifting the Scheme away from its participant first design, fundamentally altering the balance between safeguards, individualised supports, and fiscal control. ● The Bill centralises decision-making with the Commonwealth Minister, weakening established co-governance arrangements and prioritising rapid expenditure reduction. ● Significant projected participant exits by 2031 are not accompanied by clearly defined alternative supports, creating risk of unmet need and cost-shifting to state and territory systems (including health, education, and justice), which are not equipped for increased demand and cannot deliver like-for-like services with the NDIS. ● Concerningly, Disability Ministers have not been meaningfully consulted in the development of these reforms, signalling a broader shift away from shared governance despite the Scheme’s joint funding responsibilities. ● Disability Ministers also wish to advocate for meaningful engagement and consultation with the disability community on the proposed reforms. This is fundamental to delivering long lasting and transformational change for people with disability and ensuring that there are no unintended consequences with the implementation of these reforms.

The federal government is setting up a chatbot for public servants, as part of a push to expand the use of artificial intelligence in the public service. It's part of the government's new "AI Plan" which aims to help deliver faster services for Australians through artificial intelligence. Finance Minister Katy Gallagher says the tools will be secure and with clear guidance on how to manage risk. "AI adoption across the APS is not about replacing people. It’s about unlocking new capabilities while ensuring our people are focused on the work that requires human insight, empathy, and judgment," she said. "We’re imagining a public service that doesn’t just respond to people’s needs, but anticipates them, working seamlessly around their busy lives."

Albanese denies bill is bad for transparency But Anthony Albanese rebuffed suggestions his government was turning its back on long-stated commitment to more transparency, suggesting the FOI changes were a "security" issue. "I think most people … would find it surprising that people can put in anonymous FOI requests. What that means is that there's no way to determine whether a foreign agent or actor is putting in requests about information that are sensitive," he said. The bill would stamp out anonymous requests and introduce new powers to block "vexatious" or otherwise abusive requests, which Ms Rowland said were a key reason why bureaucrats spent one million hours responding to requests in 2023-24. "[The bill] is designed to make sure that we can prioritise genuine FOI request and make sure that we most expeditiously spend taxpayers' money," she told the ABC's AM.
