Even viewing DPZs testimony and letter dated May 28, 2025 in their most favorable light, the failure to comply with the findings of fact and conclusions of law in BA-794D and BA-806D requires a finding that DPZs actions in this case are arbitrary, capricious and legally erroneous. The following legal determinations made by in BA 806D are hereby affirmed: 1.a. Alcohol sales and consumption on the Subject Property are authorized only under the Farm Brewery Permit, absent additional liquor licenses. As such,any time alcohol is sold or consumed on the Subject Property, such alcohol sales or consumption must satisfy all of the limitations applicable to the Farm Brewery Permit. The sale or consumption of alcohol on the Subject Property outside the parameters approved for the Farm Brewery Permit is a violation of the HCZR and therefore unlawful. b. The Barn is not a legitimate farm building, the Barn violates the HCZR because it exceeds the accessory structure limit, and the Barn is therefore unlawful. c. Private events are not permitted under the Agritourism Enterprise permit. d. Each agritourism activity must be related to agriculture unless the activity is offered during the course of a festival event. e. When DPZ is evaluating whether the various uses on the Subject Property unduly conflict with other uses that access Manor Lane, DPZ must consider the amount of truck traffic generated by the uses and the impact of the total amount of traffic on pedestrian uses. 2. Alcohol sales and consumption on the Subject Property are no longer Permitted under any of the Property Owner's current Special Farm Permits because the Farm Brewery Permit does not permit any visitation. Unless the Property Owner obtains another liquor license, the sale or consumption of alcohol on the Subject Property at any time constitutes a violation of the Farm Brewery Permit. (which) constitutes a violation of the HCZR and is therefore unlawful. ((All of these violations are IGNORED by authorities))

"Atterbeary, one of four Democrats running to replace term-limited County Executive Calvin Ball, has received more than $41,000 in donations to her campaign as of this month from individuals associated with building The Source. Since January, numerous community members on Facebook have raised concerns over large private donations made to Atterbeary. The project was initially estimated to cost $49 million, but that estimate has increased to about $70 million, according to documents obtained by The Baltimore Sun. The same nonprofit that has so far spent about half of a $25 million county grant to build The Source, Columbia Community Concepts, has a board whose every member has maxed out their personal donations to Atterbeary’s campaign. Atterbeary is the only county executive candidate not using the Citizens’ Election Fund, the county’s public campaign financing mechanism put in place to limit the role of large private donors. ****The pattern raises questions about the relationship between a nonprofit receiving tens of millions of dollars in county funds and the candidate seeking to lead the office that oversees those grants.***** According to a Maryland campaign finance report filed in February: Board President Jonathan Browne donated $6,000 to Atterbeary; Allison Browne, listed at the same address, donated an additional $2,000. Board Secretary Daniel Meyerpeter and his wife, Vanessa, contributed $12,000 to Atterbeary’s campaign. A total of $9,250 was donated to Atterbeary’s campaign from board Treasurer Eric Colombel and his wife, Pamela. Board Vice President Sean Stewart, the regional medical director at the Center for Vein Restoration in Columbia, donated $6,000 individually, and $6,000 came from the Center for Vein Restoration. "

Inspector General Kelly Madigan’s position is an IG office by design needs to see everything—including sensitive information—because that’s precisely where fraud and abuse tend to hide. Right now, if Madigan wants to see records, she has to request them from the corresponding department (and) this takes away necessary confidentiality. “In order to effectively perform oversight, you need to get all of the information, not some of the information.The best practice is direct access to all the records. When you have direct access, you can pull the records yourself. You can pull them confidentially. You can pull them with your own resources, on your timetable, and you have full confidence that you’re getting all of the records.” One county official said HoCo appears to be following in the footsteps of Baltimore, where IG Isabel Mercedes Cumming has faced a years-long battle with the city’s govt over similar document access. “I’m really worried we’re headed to where Baltimore City and Isabel Cumming is, which is pretending that somehow Maryland Public Information Act is the same kind of access that an IG has,” Howard County Council member Liz Walsh, who is running for county executive. “That’s bonkers. It completely hinders her ability to do just about anything.” HoC’s Office of Law argued in a confidential internal memo that state law limits Madigan’s ability to access the documents. The memo states limits spelled out in the MD Public Information Act applies to the IG’s office, and therefore prevents Madigan from directly viewing information that is protected under the act. As an internal oversight officer Howard’s IG has the right to “obtain full and unrestricted access to all records and filed maintained by all officials, agents and employees of the county,” according to the legislation establishing the office, which was approved by 85% of county voters in Nov'24. This includes all offices, departments, institutions, boards, commissions, courts and corporations.

If you are interested in another follow-the-money thing, look into Manor Hill and the Mariner Family who owns it. They are currently under TWENTY serious zoning violations, to include paving over ALPP protected farmland to build unlawful buildings for their entertainment venue. They hold concerts and festivals without any permits. They have been ordered to NOT produce or sell any beer since December because of their violations. Guess who has been holding major events every weekend since these violations and orders were filed? A couple of weeks ago, an insider informed neighbors that Atterbeary was going to hold a fund raiser at the brewery. Neighbors complained and she cancelled it. But there seems to be a $$connection$$ there too.
While the county is scrambling trying to come up with an answer to where our $25,000,000 went, here is a list of the board members of Columbia Community Concepts. According to their 990, they received a $20,000,000 grant from the county in 2024 and spent or dispersed $14,074,064 of it by the end of the year. As pointed out by Merriweather Post, some of this probably went to Columbia Concepts to buy the Flier building *from the county.* To date, there has been NO construction for The Source, the community center this money was supposed to be used for. They had a "groundbreaking" ceremony a few weeks ago and brought an excavator out for the photo ops but then removed the excavator afterwards.
