67. Today, among the goods that are universally intended for everyone, we must also include new forms of property, such as patents, algorithms, digital platforms, technological infrastructure and data. In a context where the wealth of nations depends increasingly on knowledge and technology, when these goods remain concentrated in the hands of a few, without adequate forms of sharing and access, a new imbalance is created that contradicts the universal destination of goods. In turn, it widens the gap between the included and the excluded, between those who can participate in the digital revolution and those who remain on the margins. Furthermore, care for our common home and our responsibility toward the poor and future generations require that the use of the goods of creation and the new possibilities offered by technology be regulated in such a way as to respect the environment, avoid waste and prevent new forms of exploitation.

All tax returns and return information required to be filed under this chapter shall be confidential, including any copy of any portion of a federal return that may be attached to a state tax return, or any information reflected in the copy of the federal return. It shall be unlawful for any person, or any officer or employee of the State, including the auditor or the auditor's agent with regard to tax return information obtained pursuant to section 23-5(a), to make known intentionally information imparted by any income tax return or estimate made under sections 235-92, 235-94, 235-95, and 235-97 or wilfully to permit any income tax return or estimate so made or copy thereof to be seen or examined by any person other than [the]: (1) The taxpayer or the taxpayer's authorized agent[, persons]; (2) Persons duly authorized by the State in connection with their official duties, [the] including staff of the department of business, economic development, and tourism conducting an evaluation of tax expenditures pursuant to section 201- ; or (3) The Multistate Tax Commission or the authorized representative th…

Let’s start with the basics: as we’ve described at great length, the real benefits of Section 230 are its procedural protections, which make it so that vexatious cases get tossed out at the earliest (i.e., cheapest) stage. That makes it possible for sites that host third party content to do so in a way that they won’t get sued out of existence any time anyone has a complaint about someone else’s content being on the site. This important distinction gets lost in almost every 230 debate, but it’s important. Because if the lawsuits that removing 230 protections would enable would still eventually win on First Amendment grounds, the only thing you’re doing in removing 230 protections is making lawsuits impossibly expensive for individuals and smaller providers, without doing any real damage to large companies, who can survive those lawsuits easily.
