From at least 1548, the German lands had known documentary restrictions on the movements of the lower orders. At Augsburg in that year, the Imperial Diet had mandated that [begin highlight] the "masterless rabble" (herrenloses Gesinde) — those with "no master or spokesperson" (Vorsprecher) [end highlight] — be in possession of imperial travel documents in order to pass through those lands without hindrance, or othereise risk expulsion.
