Barack Obama, a 28-year-old second-year law student, was elected in balloting by last year's editors. Mr. Obama, a native of Hawaii, succeeds Peter Yu, the publication's first Asian-American president. Mr. Obama said his election shouldn't be seen as a sign social barriers have broken down. "I wouldn't want people to see my election as a symbol that there aren't problems out there with the situation of African-Americans in society," he said. "From experi-ence I know that for every one of me there are a hundred, or thou-sand, black and minority students who are just as smart and just as talented and never get the oppor-tunity." Each year, about 30 students serve as editors of the review.

It is time to break decisively with the perverse logic in which retirees, the poor or immigrants are expected to balance the budget, while the rich are to be allowed to live tax-free in their own parallel society. Recipe for Beef Provecale. Serves 4. 12lb/650g stewing steak or topside of beef, cubed 1oz / 30g flour Salt, pepper 2 tbsp oil 6 rashers of lean bacon, cut into thirds 3 small shallots per person (12) 4oz/120g mushrooms Pinch sugar 1/4 pint/150ml / small glass red wine* 1/2 pint stock/oxo* Bouquet garni Chopped parsley * I use more like 500ml/1 pint stock overall 1. Trim and cut up the meat. Coat well with seasoned flour. 2. Heat oil and brown the meat well on all sides. Transfer to a casserole. 3. Add chopped bacon, shallots, mushrooms to the remaining oil, add sugar and cook all together for a few minutes. Then add to the casserole. 4. Add the wine and stock to the pan; stir until boiling. 5. Pour over the contents of the casserole. Add the bouquet gami. 6. Cover and cook for 2 hours in a slow oven 160 - 170 °C 7. Before serving, remove bouquet garni, check the seasoning and sprinkle with chopped parsley N.B. Provided that you start the casserole in the oven at 160 °C for (say) 1 hour, I usually cook my roast potatoes and veg in the same oven and raise the temperature to 190 °C to 200 °C for the last 50 minutes without it harming the casserole.

In the foreground, the random positioning of palm trees can be seen on the sun deck of the Cavalieri Art Hotel and there is a yacht moored in the bay. The subject is probably the eclectic skyline, so the artist's attention to any foreground is probably foolish but it's the first time I've done anything as accomplished outdoors. Equally, the colouring of the buildings is a little looser than I usually manage, so I'm happy with that, as well.
