Tax justice and debt restructuring are the preconditions, not afterthoughts. African nations can't finance a just transition while servicing debts that were structured to extract the resources the transition is supposed to protect.

When the phaseout conference is about what outcomes mean for Africa, the justice question is centered. Africa emits the least and bears the most. A transition that doesn't redistribute resources toward the most affected isn't justice. It's managed decline.
