Neither mifepristone nor misoprostol is toxic to a fetus. Mifepristone blocks progesterone. Misoprostol induces contractions (labor). Both drugs act upon the pregnant person’s own body. The drugs are used in a two-drug regimen to empty the uterus via inducing labor and delivery. Early in pregnancy, this is referred to as medication abortion. At term, to kick start live birth, this is referred to as induction of labor. — Because, again, neither drug is toxic to a fetus. In both cases, contractions empty the uterus.

This legislative session, Leber and Carlisle Kennedy, who beat Shealy, supported a bill that carries misdemeanor criminal penalties for women seeking abortions, with jail time up to two years. Senate Bill 1095 passed with supermajority support out of a committee Leber sits on. The bill died before the session, but watchers of abortion restrictions noticed it got further than any other similarly repressive legislation ever has.
The blueprint in those races was remarkably similar. Opponents either embraced stricter abortion policies or avoided the issue altogether. Anti-abortion organizations campaigned against the incumbents, party endorsements shifted to their opponents and activists worked to turn out voters in low-participation primary elections.
