Oh no. The last time I patched it (3 years ago) it was 98% in sync. I think there have been changes in iOS causing the difference. There are hard tests within flutter that should have prevented any regression there.
I'm sure patches are very welcome! Both to the tool and the underlying framework code. If you search around in the issues database you'll find lots of other bugs on this looking at differences in other OS versions.
