I have a constituent whose sister was a victim of grooming gangs and tragically died from HIV contracted as a result of that abuse. Another constituent wanted me to be here today because all too often this conversation is dominated by men. The women who were sexually abused and exploited as children by grooming gangs deserve to have their voices heard.

Recommendation 18 NHS England should establish a National Adult Gender Dysphoria Board to provide oversight and assurance for the whole healthcare system service response and improvement needed, ensuring these services meet the standards expected of other NHS services. Representation from the NHS England, relevant royal colleges, the ICB community and the VCSE sector will be required. The board should oversee the delivery of a national implementation plan and adapt oversight mechanisms to align with evolving national commissioning arrangements.

Many thanks for your attempts to support the LGBTQ+ community. There is a lot of distrust between the LGBTQ+ community and police forces due to both historic and current actions that police have taken which harm queer lives. For instance, recently the CPS took advice from an anti-trans group to redefine domestic abuse to remove protections to trans people. I’m contacting you following it being ruled as unlawful for police forces to attend Pride marches. I am not trans, but I am a member of the LGBTQ+ community who is horrified at the attacks on the trans community and those who are painting trans people as abusers in the same way that lesbian, gay, and bisexual people have been in the past. As you are probably aware, anti-trans groups coordinated to make your situation the perfect issue to be taken to court in an attempt to get nationwide change in reducing support for the LGBTQ+ community. Anti-trans groups with large amounts of donated money create legal cases and when they do not succeed, they appeal until they find a judge who is also anti-trans. Most recently this was seen in the For Women Scotland legal case, a case which had been unsuccessful until it made it to the Supreme Court. Notably Lord Hodge who lead the Supreme Court for this decision has previously chaired a commission on same-sex relationships opposing gay marriage.

In a meeting of the NHS England CYP Gender Education and Training Programme Group that took place on 29th January 2025, the Academy of Medical Royal Colleges reported that it planned to share the Holistic Assessment Framework module handbook and materials it has developed with CYP gender services. It also reported that it planned to co-design content for its Holistic Assessment Framework with CYP gender services. • Please share any feedback sent from your gender services to the Academy of Medical Royal Colleges around any training materials or sessions. • Please share the dates and minutes of any meetings your service has had with the Academy of Medical Royal Colleges between 29th January 2025 and 9th July 2025.
Awareness of Online Harm for Children and Young People (CYP) While the online world and social media may present opportunities for young people, they also present risks. Online channels can increase exposure to negative and harmful content including exposure to particular ideas and beliefs that may increase a young person's risk of self-harm and suicide by encouraging certain behaviours or exposure to online bullying. Young people may be experiencing an atmosphere of heightened emotional content online as a result of government restrictions on the use of puberty suppressing hormones (puberty blockers).
Is it safe to take puberty blockers or hormones before I am seen by the new service? No. Unregulated medicines can have potentially dangerous short and long term side effects; and even prescription drugs can be dangerous unless prescribed by, and managed by, an experienced and appropriately trained healthcare professional.
Children, young people, and their families are strongly discouraged from sourcing puberty suppressing or gender affirming hormones from unregulated sources or from on-line providers that are not regulated by UK regulatory bodies. In such cases, GPs and local health professionals are advised to consider what safeguarding protocols may be appropriate for the individual child or young person’s wider circumstances including the extent to which the parents / carers are able to protect or safeguard the child or young person. Safeguarding procedures may be necessary regardless of the endeavours and best intentions of the parents / carers in reducing risk of harm.
Please carefully consider the appropriateness of a referral using the guidance before making a referral. Not everyone who identifies with a gender other than their natal sex, or whose gender expression is different from what others might expect of them, will need to be seen by the NHS CYP Gender Service.

Sickness absence rates are higher in the NHS (5.1%) than in other industries212. This is a significant driver of expensive agency use. We will aim to reduce sickness absence rates to the lowest recorded national average level (approximately 4.1%), saving a potential £200 million a year from reductions in temporary staffing costs213. To achieve this, we will roll out Staff Treatment Hubs, a high-quality occupational health service for all NHS staff that includes support for back conditions and mental health issues, both significant causes of long-term sickness absence.

Dear Women and Equalities Committee, I work at an NHS Mental Health Trust and want to raise concerns over the upcoming EHRC guidance following the Supreme Court Ruling in April around the definition of sex. I have marked this email as urgent as I believe you are meeting with Dr Mary-Ann Stephenson to discuss her appointment as chair of the EHRC, and I think it will be important to raise some of the below issues in your discussion with her. • Having spoken to staff in our Trust about the ruling, the overwhelming view is that it is unacceptable to force trans men to use women’s services and trans women to use men’s service. As a mental health trust the staff who work for the NHS do so because they want to help people, and to tell a trans man that they must use women’s facilities (and vice versa) will cause massive harm to the point where trans patients will avoid getting healthcare they need. There has even been discussion of staff conscientiously objecting if this were to occur. How does the EHRC plan to reconcile the guidance given with the fact that staff will not implement it?
I am planning a visit to parliament and have seen the notice that people are required to use the toilet of their biological sex. I would like to use the male toilets. Can you advise what evidence you will need to see for me to use this? I do not use the name that’s on my birth certificate currently, so it does not match any of my other ID. On 30 June, a grievance appeal meeting was conducted. Ms Kitching, the Respondent's Principal, chaired the meeting and was supported by Mr Burrow from HR and a notetaker [631-5]. As part of his case, the Claimant called Ms Fuschia Hyde, from the Bayswater Group, to give evidence. She spoke to issues of gender transition in general and her personal experience as a parent of a son who identified as transgender. She did not address the particular circumstances of Student A.

Tests and treatments for delayed puberty Your GP may refer you to a specialist if they think there could be an underlying cause of delayed puberty that needs to be investigated. Tests that may be carried out include a blood test to check hormone levels, a hand X-ray to help determine likely adult height, and an ultrasound or MRI scan to check for problems with glands or organs. Delayed puberty can be treated by: treating any underlying cause using medication for a few months to increase hormone levels and trigger the start of puberty Treatment with medication is usually only recommended if the lack of development is causing problems, such as significant distress.
13.5.6 A legitimate aim for excluding a trans person from a separate or single-sex service for their own biological sex might be to prevent alarm or distress for other service users. Whether it is reasonable to think that the presence in that service of the trans person will cause alarm or distress will depend on all the circumstances, including the extent to which the trans person presents as the opposite sex. For this reason, a service provider (including a person providing a service in the exercise of public functions) should only consider doing this on a case-by-case basis.
2.1.4  A trans person is protected against gender reassignment discrimination and harassment at any stage in their transition process, even if they have only started but not completed a stage. This includes stages from proposing to reassign sex, undergoing a process of reassignment, to having completed it. A trans person does not need to be proposing to undergo, be undergoing or have undergone medical treatment or surgery to be protected. It also does not matter whether a trans person has applied for, or obtained, a Gender Recognition Certificate (GRC).
13.5.5 For example, a trans man might be excluded from the women-only service if the service provider decides that, because he presents as a man, other service users could reasonably object to his presence, and it is a proportionate means of achieving a legitimate aim to exclude him.
2.1.3  The Act uses the term ‘transsexual’ for individuals who have the protected characteristic of gender reassignment. We recognise that some people consider this term outdated so we have used the term ‘trans’ to refer to a person who has the protected characteristic of gender reassignment. This refers only to persons who fall within the Act’s definition of gender reassignment. It does not include persons who may identify as trans or transgender but are outside of this definition.

13.3.4 When considering the benefits of offering a separate or single-sex service, the service provider (including a person providing a service in the exercise of public functions) should think about whether women’s safety, privacy and / or dignity would be at risk in the service if it was shared with men. Taking the example of offering a single-sex service for women, the service provider should consider factors such as: whether women are likely to be in a state of undress whether there will be limited ability for women to leave or to choose an alternative service whether the service is provided a result of, or connected with, male violence against women whether the physical differences between men and women are relevant to the experience of the service and put women at a particular disadvantage Where factors like these are present, the benefits of offering a separate or single-sex service will be likely to outweigh other considerations in the balancing exercise.
Updated content Associations may restrict membership to persons who share a protected characteristic 12.1.1 The Equality Act 2010 (the Act) permits associations, other than political parties, to restrict their membership to persons who share a protected characteristic (Sch. 16). The only exception is that membership can never be restricted based on colour (Sch. 16 paragraph 1(4)). Example 12.1.2 The constitution of an association called the Black Jazz Players Club states that all members must have national origins in Africa or the Caribbean. Despite the use of ‘Black’ in its name, because the restrictions on membership of the association are based on national origins and not colour, these restrictions would not be unlawful. Example 12.1.3 A trans woman applies to join a women-only association and her application is refused. This would be lawful because membership is based on sex and restricted to women and, under the Act, she does not share that protected characteristic (read about this in the changes to chapter 2 (paragraphs 2.3.1 to 2.3.5).
Example 5.1.3 A local council holds its public consultation meetings on a weekday evening in an area regarded as unsafe for women. It discovers that fewer women than men attend. A woman complains that this is because many women cannot come because of safety concerns, including herself. This kind of disadvantage is more likely to apply to women as a group and will amount to indirect discrimination against women, unless the council can justify its policy. People who do not share the same protected characteristic but who may also feel unsafe for similar reasons could experience disadvantage that is essentially the same. For example, a trans woman who feels unsafe in the area where the consultation meetings are held because they present as a woman would also have a claim for indirect discrimination, if the council is unable to justify its policy.
2.2.9 It is important to be aware of legal provisions protecting privacy in the context of making such enquiries. If, in the course of these enquiries or otherwise, a service provider, those exercising public functions or an association acquires information that someone has a GRC or has applied for a GRC, onward disclosure of either that information or their biological sex without consent may be a criminal offence in some circumstances (read section 22 of the Gender Recognition Act 2004).
2.2.8 If there is genuine concern about the accuracy of the response to a question about birth sex, then a birth certificate could be requested. For the vast majority of individuals, this will be an accurate statement of their birth sex. However, it should be noted that a birth certificate may not be a definitive indication of birth sex. If a person has a Gender Recognition Certificate (GRC) they may have obtained an amended birth certificate in their acquired gender. In the unlikely event that it is decided that further enquiries are needed, such as confirmation as to whether a person has a GRC, then any additional requests should be made in a proportionate way which is discreet and sensitive.
"2.2.7 A trans woman goes to the office of a local support group and makes enquiries with the receptionist about the group counselling sessions they offer. Based on the needs of its service users, the group provides different sessions that are single-sex or mixed-sex. The receptionist reasonably thinks that the trans woman is a biological male and, as there are some other people waiting in the office, asks her to come into a side room to get more details about the support she is looking for. When they are in private, the receptionist explains the different group sessions that are offered and asks the trans woman what her birth sex is. When she confirms her birth sex, the receptionist provides her with the details of the mixed-sex groups she could attend."
