The state is inherently violent, but some societies are freer than others. A relatively free society gets that way by reserving armed law enforcement for a small number of crimes that matter. It makes other undesirable actions legal or accepts imperfect enforcement of the law against some violations. By doing so, it limits the surface area for violent conflict between the state and its population. We should generally use armed police to address violent and property crime, but we should not send in swarms of armed police to address drug possession, restaurant health code violations, personal experiments with research peptides, tax inconsistencies, or other administrative issues. This is not because drug possession, regulatory violations, or tax evasion are good, it is because we want to have a free society.
