I am commenting on OPM rule Docket ID: OPM-2025-0004 and RIN 3206-A080. I see little difference between this 5/23/25 revision and the original proposed rule, I am in opposition to both the original proposed rule and to this revised rule. Federal Employees should not be allowed to be fired at will. If there truly is "poor performance," there already is a process for removing such employees. This revised rule allows employees to be fired if the President doesn't agree with them. Fed employees should be non-partisan. This will ultimately silence those from making recommendations that are in the best interest of the people for fear it may not match what the president believes. Consider the leader of FEMA fired hours after indicating under oath in a hearing that cuts to FEMA would likely hurt the American people. Institutional knowledge is critical for departments to run efficiently. Firings will replace those with such knowledge for less competent replacements who have moved into a position they are less qualified for, have not been trained for, or who are less familiar with the proper security protocols as shown by those involved in using Signal to communicate. The overall affect of this rule, and the ultimate firing of employees will weaken the ability of different agencies to perform their duties. In addition by increasing the number of at will employees, it will become tougher to hire qualified applicants for positions as they will never have job security. Abandon this ill-conceived idea to weaken protections for our civil service employees.
