Academically I knew that computers are built up from logic gates. But somehow I never internalized that correspondingly everything is built out of truth tables. The fact that this chip is the "dabble" part of the double dabble algorithm seems like cheating.

That bit of wiring passes through numbers that are 4 or less unchanged and otherwise adds 3. But there's no adding! The logic gates are just mapping out a truth table of how the inputs and outputs should correspond.
