Horne was long involved with the Civil Rights Movement. In 1941, she sang at Café Society, New York City's first integrated venue, and worked with Paul Robeson. Seeing the Black soldiers had been forced to sit in the back seats, she walked off the stage to the first row where the Black troops were seated and performed with the Germans behind her. However, the USO observed at the time of her death that Horne did in fact tour "extensively with the USO during WWII on the West Coast and in the South".[22] The organization also commemorated her for the appearances she made on Armed Forces Radio Service programs Jubilee, G.I. Journal, and Command Performances.[22] In the film Stormy Weather (1943), Horne's character would perform the film's title song as part of a big, all-star show for World War II soldiers as well.[23] After quitting the USO in 1945, Horne financed tours of military camps herself.[24]

On 26 February 2025, the Office of the Under Secretary of Defense for Personnel & Readiness directed those individuals with a current diagnosis or history of, or exhibiting symptoms consistent with, gender dysphoria to no longer be eligible for military service. All Service members affected by this direction are encouraged to elect for voluntary separation or retirement (if eligible) by 26 March 2025. They MAY be eligible for voluntary separation pay, depending on component and status, at twice the amount of involuntary separation pay, depending on years of service (greater than six years and less than 20 years). Those who opt for voluntary separation will have remaining military service obligations and any bonus recoupment waived. Characterization of service for those approved for voluntary separation or retirement will be honorable.

However voting rights advocates warn that the bill could prevent millions of married women from registering to vote. Since the SAVE Act relies heavily on birth certificate as proof of identity for voter registration, up to 69 million married women who have changed their names could face significant barriers.
