I don't think he really meant anything by it, but he probably just shouldn't have brought it up at all, or at least made it clear that he's personally skeptical of it as a "solution".
This is what I took away from it. There’s not much here unless he provides examples in his own work if ever, just sounded like an observation related to the topic and not the overall point of the article.
