Seems to me you are describing the difference between the "smart" city (collecting and utilizing information) and the warm, wise, inclusive city (shaped by deep knowledge about people's needs and ways of movement). These two approaches are very different, but not necessarily mutually exclusive.

Govts and urban planners need to focus on non-sprawl urban/commercial with community, recreation, culture, local economy considerations, optimal transit options, & 100% waste mgmt systems, w/affordable mid/high-rise housing near amenities/transit. In order to protect farmland & natures habitat.
