In San Francisco the union even enshrined it in a ballot measure that made it illegal to close any firehouses!

The union president shows up at seemingly every council meeting in Boston weighing in on many adjacent policies (like waymo).
It's legit surprising to see the degree of centralization in other developed countries. It's something you could absolutely kick up to the county or even state level and get economies of scale.
