I get the sense that Republicans find this terribly inconvenient, but Jeffries borrowed the “maximum warfare” phrase from a Trump White House official. It appeared in an August 2025 NYT article (tinyurl.com/mrx24tdm) about Trump’s gerrymandering crusade.
